PAMM refers to the Percentage allocation management module, also known as percentage allocation money management.  

PAMM is a form of pooled money in forex trading. An Investor gets to allocate their money in desired proportion to the qualified Money Manager of their choice. Money Managers may manage multiple forex trading accounts using their own capital and such pooled money, with an aim to generate profits. In turn, the Money Manager can set specific fees for their trading/management services. These fees are known as offers.
